Super-frustrated. I (incorrectly) assumed all Marketo Email Templates would be responsive out of the box (it is almost 2017). However, after testing a half dozen, I can't find any that actually render as they should on mobile.
Can someone please point me in the direction of some RESPONSIVE email templates I can download/use?

But they appear to be a little outdated. I still need to check browser capability.
These are the old responsive templates based on the 1.0 version of the email editor. Email Editor 2.0 provides the responsive framework/templates that you're looking for: Email Editor v2.0 Overview - Marketo Docs - Product Docs
Thanks, Dan! I have looked everywhere to get to this page, but I don't have that option. I have followed all of the instructions found here Create an Email - Marketo Docs - Product Docs and that screen above doesn't appear. Guess I need to get with my rep to make sure my Marketo is up to date?

You need to activate V2 first.
this is done in admin -> email -> email editor settings and checking the "new" choice.
But before you do so, please be aware that you might not be able to use your old templates any longer and you may have some issues editing all you exiting emails.

DEFINITELY read the "recommended migration path" that Greg authored if you haven't already migrated to ver. 2.0 of the editor. One of the most valuable documents on the community - and Greg doesn't even work for Marketo!
Totally agree with reading the doc, but it might not be a correct statement that "you won't be able to use your old templates any longer". That really depends on your original templates but many are still usable from what I've seen.

They key point is just make sure each mktEditable region has a UNIQUE ID.
And also that there are no nested mktEditable and no unclosed html tags.
