For localizing the form portion, you'll stay a lot saner using a method like I describe in https://nation.marketo.com/message/93898#jive-640352372690981220176, which allows you to have only one form with switchable language labels.

Segments are created in Lead Database not in Admin. https://docs.marketo.com/display/DOCS/Use+Dynamic+Content+in+a+Landing+Page only shows how to use an existing segmentation.
