How do I go about creating a landing page from scratch?
What I want is to simply create a new completely blank landing page that I can paste in HTML that I have put together outside of Marketo.
I haven't been able to find a way that doesn't require the use of a template . . .

My best advice is then to create 1 Blank Free-Form template, with just a basic blank template. From here create a a new Landing Page in Marketing Activities and open up the editor, drag in the HTML element - Custom HTML Editor - Adding Custom HTML to a Free-form Landing Page - Marketo Docs - Product Docs
You can then build the custom html how you like from here. Unfortunately unlike email templates, Marketo needs you to have an associated Landing Page template to create a Landing Page.
There is two types of of Landing Pages, Free-Form and Guided:

Create a Free-Form Landing Page - Marketo Docs - Product Docs
As long as you follow the guidelines, you can create the HTML externally and add it in.
A great trick for fast importing is to use the Import Template feature - Guided Landing Page Templates - Marketo Docs - Product Docs

Ah, that's the step I was missing — using the "custom HTML element".
