Is Relative Score Value = Zero, a data error or part of the MKTO model?

When I run a report against Relative Score Value, we see leads in 4 buckets with Relative Score Value = 0, 1, 2, or 3.  Someone asked me what does it mean when you see Relative Score Value = zero.  I'm trying to understand if the MKTO Relative Score Model splits the population into 4 tiers (in which case, relative score value = 0 is valid).  Or if Relative Score Value = Zero is an indication of a data error or a process error.
