We've defined a smart list A with a Random Sample 1%, resulting in, say 200 (1% of 20,000) leads for the criteria. This is referenced in a batch campaign, the smart list of which is "Member of Smart List A" and XYZ flow steps. The impact of the batch campaign comes out to be 20,000 - which is the total on which 1% was sought. Is there something we're missing?

Random Sample should be used in a Flow Step only to avoid errors. There is a doc on the forum on how it works in much more detail. The best way is:
You can leverage Send Email or Add to List using the above method. I believe using Random Sample on a Smart Campaign's smart list only works on a trigger. Generally I would avoid that.

I agree with Josh here that random sample in the flow step is much more reliable than using the random sample filter in a smart list. Both should work (in theory), but using the flow step method is more reliable in my experience.

Thanks Keith Nyberg - Yes, I would agree too. We ultimately defined it in smart list of the campaign rather referencing the same via another smart list and it worked. Though this worked, it makes sense to go by the more reliable way.
Also bear in mind that due to rounding it is possible for random samples to contain zero leads, given a small enough percentage and overall population. So there's no guarantee that any leads will be affected, in practice.
