In a report for a campaign, I included inferred city field. However, for few of the leads this column is blank and for few leads value is populated. I want to understand why the column does not have value for few leads? Or what else can be done to capture this detail?

There is no way you can capture this information. It is automatically captured by Marketo when the person visits the your munchkin enabled web or Marketo web pages for the first time.
Also, keep in mind this is quite unreliable information. Your visitor may use some VPN and their internet access point might be quite far from their actual location. This is almost always the case with large accounts. The information will be more accurate for B2C or Small businesses, but you might still have some discrepancies.

However, I have another query here regarding the same. Would it be possible to capture this data if we have munchkin code embedded in our Marketo pages. If so, how much we can rely on this information?
Whether the munchkin fires on a webpage or a Marketo LP does not change anything. What makes it unreliable is that the WhoIs public information where the inferred data comes from is not reliable.
