In the Fall release they announced the ability to set permissions relating to operational emails. How do you do this? (Is it under individual users, under roles, am I missing something obvious?)

In Admin -> Users & Roles, you can edit an existing custom role or create a new role.
One of the options you can choose is the ability to Make an email operational:

If you uncheck that for someone can they edit and email that is already Operational?
I am afraid you will have to test
