That's correct - to a point. Don't forget, smart campaigns do "things" by including a series of flow steps (e.g., change program status, change data value, sync, etc.) for those people/leads that qualify in the smart campaign's smart list. So if you forget to turn this on when the program is made active (meaning all the smart campaigns have been activated), then the way to remedy this would be to clone the trigger campaign and change the TRIGGER to a FILTER. And then run once to have it catch up (up to the date that the current trigger campaign was finally activated). In your case, you would simply change FILLS OUT FORM to a FILLED OUT FORM filter.
Standalone smart lists, on the other hand, are to identify specific people/leads who qualify for all the filters you defined in the smart list.
Start with a Smart List with the Filled Out Form filter. You will not see on the generalized stats page.

What you included here is a triggered smart campaign (which also includes a smart list - all smart campaigns do). Triggered campaigns are used to "listen" for real-time activity. If you had this in place during the entire time that the program/campaigns were active, you should be good - and can view your results in the "results" tab.
Since it sounds like you want to analyze prior/historical activity, what you want is a standalone smart list where you include the appropriate filters (e.g., FILLED OUT FORM and MEMBER of PROGRAM) and then view the actual people by clicking on the PEOPLE tab:

Hi, I am looking for something similiar; I am looking for a list of active campaigns where the SL is simply Form Name "is any". I can obviously isolate other campaigns off of knowing the form name or form ID; but would like to know what Smart Lists are active that look for where Form Name "Is Any". - Not sure if this is doable or not.
This is might be different from the request here - might be worth starting a new thread. Are you looking for a list of "active smart lists" or list of people who qualified within those smart lists?

If I create a SMART CAMPAIGN - it has to be IN PLACE during the program is running to get the people who filled up the form.
if not done during the time the program was running, I can get the same list of people LATER by creating a SMART LIST.

Hi Dan,
Do we need to use Query String ( UTM code) in both the cases - Smart campaign trigger ( during program running) or smart list filter( after program ) to get the list of people who filled up the form.
If yes, Can we reuse the same UTM code ? I have one UTM code used in previous program, but the program is presently INactive. Can I use same UTM code to track future program?
