How to change the lead owner in Marketo?

My question may sound very simple to all of you, but it is an important answer to me. What filter do you use to change the lead owner in Marketo and synch this change with Salesforce? I do not see any such filter available in our edition of Marketo. Is there any other method to implement this change? Also, if the change is implemented for a smartlist, can it be local to a program or is it globally applicable to the same lead across all the programs?

Under Flow Actions you can:

Change Owner (implied sync to SFDC)
Sync to SFDC (Assign the Owner using Auto Assignment rules in SFDC or a specific owner).
