How to detect who missed emails due to communications limit?

Now that we are starting to use communications limits, I need to be able to detect when leads miss emails due to hitting communications limits.  I know this is not a problem in the engagement program, but for other eshots, I need to be able to report on who missed the eshot and possibly to reschedule an eshot for those that missed it first time around.  How would I do this?

Combined with membership of the campaign that sent the email?

The best way to do this would be to use a "Not was sent email" filter.
