How can you import a list of contacts into marketo

I need help figuring out how I can create a list without having to create a contact on Salesforce - the email blast i'm sending is internal.

@Erin,
Your thinking from the other end, leads/contacts will be synced automatically from SFDC to Marketo.
Leads inported or form filled out into Marketo MUST go through a process like above as Breno states.

The above is manually built by a user of Marketo and can make that process automatic when created in Marketo using triggers.

I thought they automatically synced to SalesForce if they were imported using a list.  From above it looks like if you want them synced then you have to use the flow step?  Am I understanding that correctly?

Leads imported into Marketo remains "Marketo-only" until they are explicitly synchromised to Salesforce through a flow action or a program / event is synchronised to a Salesforce campaign.
