I am analyzing all of our engagement programs and am wondering how/why the number of exhausted leads is greater than the number of current members. It's less than the historical number of members, but it doesn't make sense that it would count a lead as exhausted if they are no longer a member of the program.

Exhausted count is calculated upon cast, so if there are leads which have been removed since the last cast, then you could see this type of disparity.
don't you have to kick out leads from the Program for that to happen?
It's one way, but it could also be as simple as having moved streams.
