Holding back leads from SFDC, but then creating duplicates

I think your point is spot on...but we need to see if we can create a queue that isn't our current MQL queue, which would get overwhelming for the inside sales team who works those queues.

Yes if you can keep these leads in a separate queue that the inside sales team isn't looking at, that would be a good way to keep them from being overwhelmed and stilll keep them focused on the MQLs. But if they do have someone that they want to enter, they can search for them in the system and assign the existing lead to themselves or create something from scratch if they don't exist
