i faced absolutely same issue - still trying to clarify for myself it's a bug or my mistake.
But i got a triggered campaign that just skipped wait step between 2 actions.
Specific about this campaign is - it was a clone of a similar trigger, and i did not edited this wait step.
Taking into account that this trigger had several wait steps, and they WERE edited by me and were did not skipped,
i suppose that this issue might be connected to these specific conditions.
so my question to you - was it an old campaign, or a new clone with "wait must end Mon-Fri at 4 pm ET" criteria?

Marketo has confirmed that what I am experiencing is indeed a bug. For me, it is happening on brand-new campaigns (created from scratch, not cloned) with advanced wait steps that have a "Must end M-F" requirement.
However, I am still waiting for a fix. The last update I received was 5 days ago saying that they'd let me know when a patch would be pushed out. Good luck in trying to resolve your issue. It took a lot of effort on my part to convince support that this was a bug and not a user error and get it escalated.
12/9 Update: I forgot to update this sooner, but a patch was pushed out to my instance at the end of November and the wait step is now working as intended.
I have a slightly different problem but it is a wait step issue as well.
I just have a wait step to delay sync to SFDC. This is to allow some background processing to happen such as setting up the lead source correctly. Marketo is completely ignoring my 8 minute wait step.
Just opened a ticket. Will provide the response once i get it.
If your 8 min wait step is an advanced wait step (i.e. must end Mon-Fri and/or at specific time), then you are probably experiencing the same bug as I am. Good luck in getting it resolved!
