GTM, Munchkin, cookies and do not track

Hi all, I have a question about the Munchkin tracking code and how it knows when it can and can't track browsers who have or haven't tracked cookies. I have an eager internet team who wish to know the ins and outs of the process and any help or direction will be gratefully received
