We are setting up our first engagement stream and need some help. We are trying to run tests on the engagement stream and are also wanting the sales rep to receive an alert email when that contact receives each email in the stream. While we are testing, we have put ourselves as the sales rep, but the alerts are not coming through when we receive an email. Do the alerts not trigger because they are test emails and the stream isn't live yet? I just want to be sure that they are working before we launch.

That doesn't work. You'll receive the email from Flow Step 1, and the "Send Alert" activity is logged on that person, but the alert email is in fact not delivered. Probably because Marketo assumes that this alert wouldn't make any sense. Try using a different email address in the alert flow step. This email address doesn't need to be in your database.
How have you created the setup to send the Sales Alert email? Is it via a trigger campaign looking for Email is Delivered activity to be logged for the Nurture email for a person? Also, irrespective of how you're testing the engagement program (i.e., even with the Test Stream option), Marketo logs all the regular email-related activities in the test record's activity log, so if your campaign is listening for those activities you should see the Sales Alert email going out. If you could shed more idea on your sales alert send setup then we'd be able to help troubleshoot.
You don't have any filters to exclude sales rep with your company @domain do you? This could stop sending the emails to Sales Reps?
Quick update: we see that the alerts are getting sent, but not delivering... really frustrating.

Yes, that's correct! It'd be great if Marketo would show that somewhere maybe in the activity log so users are aware of it.
