We are planning to create a campaign in Engagement Program, so we’ve put together the approved pieces to go out for the campaign. Intro letter is the first component to go out. If the contact clicks the link, the clicked document is then provided. If the contact does not open, the No Open doc goes out. The other option is where the contact opens but doesn’t do anything else. That will be the Open document.
So the question is can we able to create this flow in same engagement program with users of Marketo?

I answered a similar question about Engagement Programs yesterday. It should give some more pointers regarding managing cadence in your program: Help setting up a Winback/Reactivation campaign
Basically here you could technically do it with a Smart Campaign or Engagement Program.
When you have Smart Campaigns with longer wait steps and you want to make changes it can get a bit messy on Optimization.
You could also set up a set of Smart Campaigns where campaigns are requested in a sequenced order: How to Control Order of Operations in Marketo - Marketo & Salesforce - Consulting Services | Perkuto
In this case you can use Smart Lists as local assets with your conditions and set up a Request Campaign Flowstep with conditions:
If member of Smart List is "A" Request "Campaign A"
If member of Smart List is "B" Request "Campaign B" and so on.

This type of conditional branching can be done with engagement programs and nested programs. But you may also consider a standard program and choices in a flow.

You almost certainly need a smart list to say If Was Sent Email X AND Not Opened to run as batch.
But I take issue with this type of campaign - if they aren't responding, why are you bugging them again?
