I am wondering if anyone else has had this issue. I have scheduled three campaigns to send at 9 a.m. CST (the time zone my organization's instance is set to). However, the emails do not seem to be sending out at this time; at least one of them I caught sending about two hours later, making me believe it is somehow sending out at PST instead or it is just a queue and it takes that long to send. I would appreciate any guidance in this matter.

Hi Whitney - what kind of email volume are we talking here? Is high-volume delaying your sends?
Also - check your local time zone settings. If the person who is setting up the schedule has a different local time zone set than the instance time zone, it'll send in the time zone of the person who set up the campaign.
Those are the two possibilities that spring to mind...
