I guess similar problem:
I updatetd our eMail Template with new Adress and Year at the bottom.
I approved it.
I can see the changes in the Template preview.
I had to approve the eMails with the updated Template,
i did this but in the eMail template keeps the old version.
should be a common process - is there a solution, I don't want to copy everthing on a new template.
