There was an issue with the iPad app at my most recent event. I had a walk-in who had not registered, so I added him to the app easy enough, then checked him in. I then synced and the sync worked according to the app. The info for the new addition, however, didn't flow to the MKTO campaign after I synced. His name isnt in the list of Registrants export.

We have not had this problem using the iPad app. Was a lead record created in Marketo? If so, what does the Activity Log show for smart campaign and progression status activity at the time the new lead was created?
