Do leads in segmentation snippets first filter through smart list of send?

The number of leads in my segmentation (embedded in the email through a snippet) are greater than number of leads that will send (due to smart list filters defined in the email send). Will a dynamic segmentation (snippet) within an email first filter through the smart list of the send? My segmentation has leads that I do not want to send to. Hope that makes sense. thanks

The smart list determines eligibility for the campaign, not the segment. By definition a segmentation will bucket every lead in your database even if just into a "default" segment. So this doesn't control who receives the email, it just controls WHAT they receive of they do.

Yes, the smart list controls the list that the leads get sent to. if those leads match any of the segments, they will receive the content for their segment. If NONE of the qualified leads match a segment, then they will get the Default.

thank you . i understand that, but if a lead is in a segment but is excluded through the smart list, that lead will not receive the email, default or otherwise, correct? there are a bunch of leads that reside in the segmentation, yet by way of the smart list in the email send are excluded. i need to ensure that those leads do not receive the email. i hope that is clearer. thank you. please respond.
