Did Marketo Get Better at International Inferred State?

Just recently noticing tons of international companies on our site on the anonymous web visitor report. I sort by inferred state for sales territory reasons (since you cant add lead owner to this) and this used to push international to the bottom. Now we got tons of international inferred state data. Did Marketo change something and start collecting this somehow?

We use a third party database for inferred data.  The better the data they get, the better our data is.
