Cookie Consent Tool For Marketo?

Our company is in the U.S. and we have no EU customers, however I am trying to be GDPR compliant because I know that EU citizens may come to our website. 

I am trying to find a tool that will ask people to opt-in to cookie consent only if their IP is registered in EU.

I want cookies to track automatically, and show no pop up,  if the user is not in the EU.

Anyone found a tool that does that?
