No, not if these are your communication limits. This means that you won't be able to send more than 2 emails/day, or 5/7 day window.
One more thing - I understand the 2 emails per day but not sure what 5/7 day window translates to. Can you provide an example?

Daily limit: If I try to send someone an email at 7am, 12pm, and 5pm, as long as the first two emails are shown as delivered, then Marketo will not attempt to send the email at 5pm. You will be able to deliver another email starting at midnight based on the time zone of your instance.
Weekly limit: I send someone an email on Monday and Tuesday, 2 on Wednesday and one more on Thursday. There's also an email scheduled for Friday morning. Assuming that all of the first emails are delivered, then Friday's email will not be sent. I also cannot email again until Monday since that's when the count for the last 7 days drops below 5 emails sent.

And remember that only count the emails that where delivered.
Also remember that communication limits only apply to programs (by default) or smart campaigns (settings can override the limit) with sending the emails. If you use a run single flow action on a lead, you can send more than the communication limit allows.
