Can we setup a weekly report on those that have missed out receiving the email due to communication limit?

As Josh has said there is simple way to track who wasn't sent the email.
But to override Communications Limits you have the option in the 'Schedule' tab of the Smart Campaign that says the below:
If you click 'Edit' you'll get a pop up screen like this:
And here you can check or uncheck the box 'Block non-operational emails'.
If it's checked it will adhere to communications limited, uncheck it will ignore them and send anyway.

You can also not use comm limits on campaigns on the Schedule tab.
Alternatively, use Engagements to auto manage this.

Hi Juli James, I'm curious if the above applies to my scenario.
Our team has fulfillment and marketing emails, none are marked operational. I'd like to place a limit on marketing emails per day, without affecting fulfillment sends. If I create a communication limit, check "block non-operational emails" on marketing emails and leave it unchecked for fulfillment, will this accomplish that goal?

Yes that will accomplish the goal, as the marketing emails with the check box will adhere to the communications limits and the fulfillment ones with the unchecked box will ignore communications limits.
