I have a campaign running where members are currently in a wait step. I would like to add a new "send email" step after that wait step to send a timely email, and then continue on with the original flow.
Is this possible, or do I have to remove everyone from the flow and create a new outbound with the new email and all remaining steps?

As long as everyone is still in the wait step and you add the Send Email flow step after the wait step, then they will receive the email once the wait step is over. No need to remove everyone.
