Can a lead "pushed to Marketo" via Web API be anonymous if there is no email or name associated?

our vendor, is sending over preliminary lead info, not sure exactly why, but almost to pave the way for later, and at that time picks up the unique marketo ID, then later (could be days later) comes back and updates this lead based on the Marketo ID with email, name, company and activity data.  Is this lead considered Anonymous until the email and other pertinent information is populated, such that when the lead is populated with an email and other data, only then will it actually trigger "New Person is Created"?

No, a Pushed lead is always known.

Marketo support is saying this is an anonymous lead, since it has no email, name or company.  They say that api pushes can created anonymous leads.  I always thought it was only from traversing the website, tracking this info and prior to filling out a form, without being known, these are considered the only anonymous leads

A lead without a First Name, Last Name, Company, or Email is still a known lead once they're in the known part of the database — none of those fields are required. (In other words, support is incorrect.)
