I think it's technically, if you put an ultra-fine point on it, right (since the act of importing the list can be completed without the setting of the AP).

But IMO you're still right to strongly question it. Like so many others, it's needlessly confusing and nothing is gained by a "gotcha" that isn't 100% right. This could easily be more aligned with the way the product works: "Using the CSV Import feature with a Program-local static list [(a) always, (b) sometimes, or (c) never] results in a lead becoming a program member" or something like that.

Acquisition Program is a key field - so you want to make sure it's being used accurately for each lead in your database.  For most, AP is the marketing program/activity where the lead initially interacted/engaged with that program.  If you're simply importing a list of people into a static list within a program - let's say to use within an event program to send out email invitations to that list - none of those people have exhibited any interaction/engagement whatsoever for them to be assigned this program as the program that was responsible for bringing them into Marketo.  You did that (on their behalf).  Now if you send out the invitation and they click the link to go to your registration page and register for the event, then you can accurately assign them this program as the AP (if they don't yet have an AP value in their lead record) since this is the first program where engagement took place.

You make a strong argument here - don't get me wrong.  And to be honest, it's why many of us get frustrated after taking the exam since there are several questions like this where it could go both ways.  Technically, since you can define the AP as part of the list import process - and if you do indeed select a program - then yes, those leads that have yet to be assigned an AP do become members of that program.

To further that, I was also taught that if you don't want names (or a random list) to be automatically associated with ANY program(s), to park it/them in a folder in the Lead Database, and from the Lead Database, don't assign an Acquisition Program. But keep it/them out of Marketing Activities altogether if you're not ready to give it/them a Channel, Acquisition Program and Status bc they can be automatically associated as I pointed out.

Similarly - as we all know -  one of the downsides of cloning a program with a static list, is that you have to empty the newly cloned program members + static list out to start with...

Not to get too far off topic, but boy did we learn the hard way when we used to just clone from any recent program.  One of my ops team members forgot to empty the list and the event invites were sent to a large audience that wasn't supposed to receive them (this was for a small analyst event hosted in our Australian offices).  Now, one of our 23 workspaces is a "CoE" workspace which contains pre-built program templates for all of the marketing activities that we execute out of Marketo:

I'm a little confused - Selventhiran Rajamanickam​'s question is asking "What if I added the email content to the Bottom of the stream?". Keeping with the example that there are 2000 leads in the engagement program and 125 leads that have exhausted all content, wouldn't that mean that only 125 leads would receive the new content--since it was added to the bottom of the stream--at the next cast? If the new content were added to the Top of the stream, then, yes, all 2000 leads would receive it at the next cast; however, any new content added to the bottom of the stream would only affect those people who've already exhausted all content. Does that make sense or am I understanding this incorrectly?

You are correct, Rebecca.  Only those that have exhausted all existing content would now receive this new content.  All others would receive whatever content is next in the stream.

I don't understand how this would work. If you're pulling people into a stream, how could you have transition rules on the first stream? Aren't you supposed to use a smart campaign to add people to the first stream?

I agree with everyone that this is confusing, because if you upload a list to a program, you're forced to choose an Acquisition Program for new people. However, if you add to the list a different way, say, through a non-Marketo webform to API, it doesn't set AP. (Guess how I found this out...)
