Currently you can't include a fieldset on a progressive profiling form unless it is a field that is always visible. This makes it difficult to include checkbox sets with conditionally displayed fields like "Other", or to include any rich text fields as they are treated very strangely when it comes to progressive profiling. This would be solved if you could include a fieldset within a progressive profiling set that is treated as a single field.
