We really need a new Samrt List trigger for being able to set up transition rules in engagement programs to allow for auto moving a contact who has exhaused content from one stream to another.
Unfortunately this is not going to be done mainly due to performance concerns. You can use the member of engagement program filter with the constraint "exhausted" as recurring batch campaign to move these leads.
