Import Everything for Import Program

The Import Program feature should import everything within the program including new tokens, fields, segmentations, and everything else.

Import Programs, like Marketo tokens, are a great concept that falls just short in execution because of these large limitations.  I'd love to be able to develop and test everything in Sandbox first and then when its ready import the program into Production but with these limitations that process is not yet feasible.

We have hit a major roadblock because we weren't aware that program import skipped dynamic assets. Segmentation definitions were the same in staging and production, and dynamic assets were among major time sinks of this project. What's the point of having program import if you can't import programs? Especially on large, complex programs (as the one we're building is), the inability to import dynamic assets suddenly increases the time requirement significantly.
