Allow Program/Campaign Creation via SOAP API

Add methods to the SOAP API which allow the creation of Programs, Smart Campaigns, Lists etc. giving Marketo users the option to build entire marketing campaigns via code. 

This would drastically speed up the process which links the design and implementation phases of automated marketing flows.

These  are very basic features and should be available via SOAP API. It will make our life more easier.

Very much needed, this would enable a whole new set of automated scenarios and reduce total cost of ownership of Marketo by allowing software to manage what people have to manage today.
