Good point. Another alternative would be to support wild cards in the filter. For example: "email address is *.fr", or "email address is *.co.uk". There is an Idea for this Wild Card for Filters that has a Marketo status of "We Like It, But It's Complicated" - please vote for it.
I think this is very relevant in consideration of the new CASL compliance laws, it would allow for added indentification of potential .ca email addresses.
