Preventing leads from receiving the same email?

Is there a way to setup a campaign that would alert me if a given lead received any email more than once?  

I use all the filters I can, as well as "has not received this email" smart lists as a check, but sometimes things slip through. Would be great to have a campaign that would alert me to that so I could learn the conditions and tweak logic.

Here are two criteria worth testing, but I think in both cases they will be the wrong logic:



One option:

1. Create subcampaigns just to send each email.  
2. Create smart campaign to alert you of duplicate sends
3. Subcampaign, when requested, will send email if not already sent, then add to static list for email sent.  
4. When you want to send email, instead use this flow:
   1. If email was already sent, request campaign to alert you If email was already sent, otherwise request campaign to send the email.  

(There might be an easier way to do this)
