Why are the dialogue boxes transition leads between streams greyed out and unavailable??

I'm trying out the new Engagement Engine features.  I have two streams and when a lead fills out a form on a webpage (trigger) I want to move tha lead from Stream 1 to Stream 2.

But whenever I edit the transition rule on Stream 1, and try to adjust the "Change Engagement Program Stream," the options are greyed out and I can't make any changes.

Any ideas?

OK, I get it.  Transition rules pull into the stream. Always define the rules on the stream that you want to pull into.

Hmmm... Seems goofy. I would assume that you set rules for when you allow a lead to leave the current stream it is in.  This seems backwards to me.

It does seem goofy compared to the RCA transitions, but we've found in practice the pull approach is easier to implement and understand (for RCA).
