We had the same problem, just unapprove and then approve the mailer.

You're probably trying to view it from the email preview window...there has to be a value for the mkt_tok parameter for the link to work properly. Try sending yourself a test and then looking at it.

You could also use the token {{system.viewAsWebpageLink}} instead of that link.
