I have a new lead owner that needs to receive all leads that a previous user would normally receive. Where do i go to update this?

There is no out-of-the-box answer to this question. It will take some deep dive into the lead history on SFDC side or the activity log on the Marketo side.
On SFDC, it can also be the assignment rules that are ill-configured or a workflow that fires and changes the assignment.

This really depends on how your Marketo instance was set up. Normally, it should be centralized in Lead Lifecycle programs, but if it has not been done correctly, it could be anywhere.
I might also be done in your CRM.
The best place to start would be to look at a few leads that were recently assigned to the previous owner, look into that lead's activity log and see if there is a smart campaign that does the assignment.

I took a look, and doesn't seem like I have any programs that assigns leads to our sales team. So there isn't a settings area where I can update lead assignments?
It depends which CRM platform you integrate with. If it's SFDC, you can change the lead owner in Marketo. If it's MS Dynamics, and a lead owner already exists, you must do this in CRM for it to sync back over to Marketo.
We had updated it in SFDC a few weeks ago. And it's still assigning leads in a certain territory to the wrong person. So we're thinking it's on the Marketo side because it's a web form completion that keeps being assigned to the wrong person.
