Is it possible to set a trigger based on the time a user is on a web page? Use case: user reads a long blog post and spends 90 seconds on a page to trigger a popup asking them to sign up for the newsletter.

Sure, lots of wordpress and other plugins do this.
You can build a javascript to do this as well. Marketo doesn't have a module for this.
