I want to sync a smart list to a Facebook Ads audience using the integration and using Enable Continuous Audience Sync.

Is that the case? If so, my plan is to set up a smart list of the people I want and then a couple of batch campaigns to periodically add and remove people from a second static list, which will be the one that's actually synced to Facebook. Shouldn't be too hard, just want to make sure I'm not doing a bunch of extra work if I don't have to.

Yes, audience sync'ing only works with static lists.
Your solution is the right approach and I used the same approach myself.

So are you saying that if I have a static list that is updated with Smart Campaigns to add and remove contacts based on a certain criteria, the Continuous Audience Sync with do the same to the FB or Google audience?
