Does Marketo only show the Master campaign types when trying to reference a SFDC campaign? For example, I have SFDC campaigns that have a Campaign Type of Conference, but they don't show up as available SFDC campaigns when referencing in a program.
Does your campaign have the Active checkbox = true?
