Setting Up Webhooks

Does anyone know how to do the following:

A.  Set the HTTP content-type header (to 'text/xml') - for SOAP; or
B.  x-www-form-urlencode the template content.

In general, if you're trying to call a SOAP API with Webhooks I've found that creating a PHP webservice that makes it simpler to call is usually your best bet.
