It was a known Marketo issue and should be close to being fully resolved. I contacted support and they let me know that it was fixed, but because of the backlog my emails should all be sent within the hour. Currently 64% of my emails have been delivered, so it's working, but slowly.
If you haven't seen progres with your emails being delivered I would contact support.
Also, they suggested that I subscribe to support news and alerts so you are alerted of known issues:
