I believe we have discovered a solution. Instead of using your existing layout with MSI component in the partner community, us the community builder to  make your page and add the MSI component there.

AFAIK, MSI is not intended to be rolled out in SFDC communities, only on SFDC standard page layouts for standard users. So I am not even sure it is supported. Have you contacted support ?

So far I have found that partner community users can access MSI from SFDC mobile app. But no official word for traditional web app.

Make sure you are using the latest version of MSI that is compatible with the lightning interface. Although lightning and communities are separate, they are closer.
