Probably Export Lead under Access Lead Database for the export. For the custom view, I'm not sure, but I would try making sure they have access to the lead database.
Just sharing how to turn on "Email Insights" for a role as I found it is not currently documented in either of these -
and there is not a checkbox specifically for it.
You have to tick Access Analytics. Do not have to tick any of the check boxes below.
This then shows as a tile and drop down option -
