We had a resend go out event though the program it was in wasn't approved. We had thought that the program needs to be approved for anything to happen. Is that not the case?

Email and campaigns are two separate things.
You can send the email to go out via campaigns and the classic mail blast.
Seems like, in your case you have not approved the program so the emails were not sent via the email program but as your campaign was set to go out at a specific time so 800 people qualified from this campaign.
Make sure not to use separate campaign to send the emails, when you are using the classic email blast program. If the email blast program was approved, the leads would have qualified for the program too and the emails would have been sent from both campaign and blast.

Just to confirm, Are you referring to standard email program? Or are you referring to the email asset being unapproved?
In my initial days of learning Marketo, I once remember scheduling an campaign with an email in edit draft - thinking its unapproved (Since the green check was not there) and the email send happened any ways - Since it was an approved email in "Edit draft status"
Could that be the case? Or perhaps could you elaborate a little bit more or maybe provide some reference snapshot of the unapproved Program\Asset which you are referring to?

The resend was approved, but it was in this larger program that hadn't been finalized yet.
And yes, just a standard email program.

Without approving the email program it is impossible for the emails to go out. Could you check random leads through which program email was sent. You can also check the email report dashboard of the email program and the last edit of the email program for clear understating.

In this case, like Ankit rightly mentioned, the email could not have gone out of an unapproved program. And again, the best way to troubleshoot this wold be to pick random leads who went through this email program or check leads who you think received the email via this program and carefully scrutinize the leads activity log - to see which campaign and which program sent the email.

So the main email didn't go out. But within this program there was a resend -- in the campaign folder. And the resend was approved and did got out. However, it was our understanding that anything within a program could not go out unless the program itself was approved. 800 people were hit with the resend

Like Ankit mentioned, and as shown in the below snapshot example, Even though the email program is not approved here, Email could still go out Via the smart campaign that is scheduled (in the screenshot).
