I have an issue where a group of leads made their way through a trigger campaign months ago with the flow step to request campaign for a campaign that was not active. If I activate the requested campaign, will all of the leads who had previously gone through the request campaign workflow instantly be moved into the campaign requested or will they have to be put through again?
No, they will not go through the request campaign. Only those who qualify moving forward will go through it. If people have already been in your smart campaign and passed the request campaign flow, you should add them to the request campaign manually.
If you have few leads, you can select the leads and then go to Lead Action > Specials > Request Campaign.
If you have many leads, you might need to create a new smart campaign and request the campaign from the flow steps again.

I completely agree with @Miray here! Trigger campaigns are forward-looking and will only act on people who meet the trigger and filtering conditions (if present) after the campaign has been activated. It’ll only keep listening for the trigger activities campaign until it remains activated.
