We have a batch campaign scheduled to send over the weekend, but we only want to send to those who visit select web pages. If we schedule the campaign today to be sent over the weekend, will the recipient list include those who visited the select web pages until the send time or does it only take into account those visited the web pages before we scheduled?

At the time of the send, the batch campaign will look at those that at that time qualified for the smart list. So if right now the batch campaign has 5 people in the smart list, by the weekend it could have 10, so the batch campaign will run for those 10.
Smart lists are dynamic and will pick up and drop off leads all the time. If you would like to send to only a group of people, you can look into static lists: Understanding Static Lists - Marketo Docs - Product Docs

That's true. Just note that there's a difference between scheduling a campaign in the future and using advanced wait steps in the campaign flow. If the campaign utilizes a flow step that includes "wait, must end on specific date," this will determine the audience at the time you run the campaign, not at the end of the wait step.
Good point, in that case whoever was in the smart list at the time of the run will remain in the flow and no one else will qualify.
