I'm trying to send 3 emails in a campaign and A/B test the first email send. Is it possible to create a smart campaign and add in A/B testing? I know A/B testing is available in the program. Or, is it possible to send multiple emails in one program?

Not in the traditional A/B test sense no.
You would have to create 3 separate email send programs (which of course can be nested).
Or you can use smart campaign and do random sample 50 conditional sends, and you will be able to see the results of which is better on the email performance report.

I don't think you can really connect them unfortunately, it would just be one default program, and the right click new local asset > email send.
You would manually have to setup the a/b test for each one. And manually schedule them to go out.
Another thing you can is champion challenger, but those only work with triggered programs. So you would send the first email, then a trigger campaign would trigger the next send, and you could do champion challenger as the a/b test.
I think all can achieve the same result of seeing which emails perform better, just whichever one you feel more comfortable using.
You only want to AB test in the first send, right?
I would do the AB test using the email program, and then create smart campaigns in the program to do the later sends.
Never use an email program type for multiple sends.
I would use a regular program, a champion / challenger A/B test and some batch that calls triggered smart campaigns (using the "campaign is requested" trigger and the "request campaign" flow step) as batc SC cannot send a champion/ challenger.
