New sales opportunities for existing contacts--create a new lead, or update existing?

Hi guys,

My team is in the process of overhauling some of our lead management strategy. One question that we have gone back and forth about is what to do with new sales opportunities for existing contacts.  Should we update the existing contact and just notify the sales rep? Should we create a new lead and assign it to the rep?

What do you do?

Update the existing contact and send it to the sales rep. I would refrain from duplicating any contact records!
