We're adding some new behavioral lead scoring rules to our instance - we work with an external website to host content on their site, they give us the monthly data of who has downloaded our content (type of content person downloaded, how many downloads, etc.).
This partnership has been going on for a few months and we've already imported some data, so the leads that will be scored with these rules are already in our database -- therefore, I'm using the "Data Value Changes" step in for certain fields to trigger the scoring. However, in the future, we will be importing new lists into Marketo once a month to score with these rules. If they are being created as a new lead, will the "Data Value Change" step work on its own, or will I need to add the "Person is Created" trigger for these new leads to go through the lead scoring flow?

Change data value only works on existing records, you would need to use the Person is Created filter like you suggested.
